JENN CHOI

Principal, Director of Training

As Principal of Jenn Choi Advocates, she leads a team of advocates whose primary objectives are to secure Free and Appropriate Public Education for students with disabilities. Jenn also manages an online support group consisting of over 2,000 parents of students with disabilities in New York City. You will often find her teaching parents about their rights in her online groups and gathering signatures or supporting fellow parents to voice their complaints to the New York City Council or to New York City Public Schools. Her mission is to educate client parents and students to become better advocates and train professional advocates in securing appropriate access and participation for their clients.

JUSTINE KEIL

Advocate

Justine is a special education advocate with proven success in counseling families navigating New York City public schools. She is a former communications and government relations consultant with significant experience at leading PR agencies and non-profits. Justine was previously a journalist at British newspapers and magazines. She has successfully completed the Council of Parent Attorneys and Advocates’ (COPAA) rigorous Special Education Advocacy Training (SEAT 2:0) and is proud to be working with Jenn Choi Advocates to fulfill her practicum requirement. In addition, Justine is a Grant Review Member of Impact 100 NYC, and works with public school teachers in Ukraine, running English speaking clubs.

CAROL KIM

Advocate

Carol Kim spent over two decades as an editor for leading American magazine publications. Today, she channels her research and communication skills into her work as a special education advocate. Her journey into advocacy began as a parent navigating the special education system for her own son. She understands firsthand how daunting the process can feel. Now, Carol works alongside families to offer compassionate, clear guidance and to help them understand their rights. She recognizes how isolating it can be to have concerns dismissed, struggle to receive responses, and feel excluded from key decisions. Her goal is to help families feel informed, empowered, and supported as they work to secure an appropriate education for their children.

VINCENT LI

IEP Self-Advocacy Trainer and Data Analyst

Vincent is a graduate of NYC Public Schools, a self-advocate, and a CUNY student pursuing his dream of becoming an attorney. He grew up in Lower Manhattan and North Queens. He lives by the belief that a good life is one you won’t regret living—anchored in honesty and mental health awareness. As a dedicated volunteer and doting older brother, he strives to grow through every obstacle, adapting continually to align with his ideals. His proudest projects include leading initiatives in the Queens Youth Volunteer Society and the Inspire Club, where he helped students better understand their IEPs. He also speaks Mandarin Chinese fluently.
